Capitalism, in the configuration of the 21st century, occupies peripheral areas and obtains increasingly expressive profits. The system feeds on inequality and uses the appropriation of large peripheral plots with state support and without proper supervision of compliance with urban and environmental laws. As object of study the Barão do Rio Branco Park, starting from the question: how the public area of the Barão do Rio Branco Park Can, a space destined for the population, out of use and with unfinished works, be enhanced in order to reach a socio-environmental dimension? It is assumed, as a hypothesis, that there are appropriate measures to be taken by the State to encourage local development, based on dialogic planning of sustainable infrastructures, with the aim of promoting the development of the region. Thus, the general objective is to analyze the socio-environmental potential of the area designated by law for public use, which is abandoned, close to large private enterprises supported by superior infrastructure. The study is structured from bibliographical, documentary and field research, with analysis of the literature, legal documents, photographic survey, satellite images and plans of the site. We tried to understand the reasons why the area is in the current situation. It was observed that the government, allied with capital, developed only the place where the large company operated, not carrying out effective planning in favor of the mass and the environmental issue, aggravating exclusion and segregating the lower class population from the right to citizenshi .
