The article analyzes some of the main economic and social impacts determined by the expansionary cycle of the oil industry in the municipality of Macaé -RJ, which has consolidated itself as the operational base of the Campos Basin. The period of analysis comprises the 2006/2017 interstice, which encompasses the discovery of pre-salt deposits, which occurred in 2006, and the economic and political crisis that involved Petrobras, starting in 2014. The “Development Based on Cluster”, the Locational Quotient (QL) method and the Municipal Human Development Index and FIRJAN for the comparative analysis of the municipality of Macaé and selected municipalities that make up the Campos Basin: Campos dos Goytacazes, Rio das Ostras and Niterói . It is considered that although Macaé benefited from the expansive cycle of the oil industry in the period, its extreme dependence on royalty revenues, activities developed by Petrobras and related companies in its territory reproduced the logic of underdevelopment, leading to low diversification of the cluster. oil sector and Macaé's economy in a broader perspective, with emphasis on the transformation industry.
