Neoliberal discourse and education in Campos dos Goytacazes:
an analysis of the laws, decrees and declarations that guide school management towards IDEB

The article analyzes how neoliberal discourse influences the organization of the municipal education system in Campos dos Goytacazes - RJ, focusing on laws, decrees, and public statements made by local administrators since 2021, aimed at increasing the Basic Education Development Index (IDEB). The study is anchored in the critical theory of neoliberalism, as discussed by Harvey (2005) and Saviani (2019), among other authors. The methodological approach is guided by the works of Eni Orlandi (2005; 2020) and her concept of discursive formation. The main results highlight the influence of corporate interests on the formulation of educational policies in municipal schools in Campos and the emphasis on the technologization of schools while silencing the issue of students' learning gaps.
