NETWORK ACTIONS OF CINE DARCY
Interactions Between University Outreach and Internationalization Policy.

The Darcy Ribeiro State University of Northern Rio de Janeiro (UENF) inaugurated a cinema room in 1999. In 2020, this room was named Cine Darcy and became part of the cultural facilities managed by the newly created Cultural Advisory Office. Since then, the cinema has been managed by two women as part of a university outreach project, which in turn is part of an innovative inter-university management proposal for cultural policies. This proposal aims to integrate outreach activities with internationalization policies. The inter-university management model brought together the UENF’s Cultural Advisory Office and the Research Laboratory for Planning, Culture, and Spatial Representations at the Fluminense Federal University (UFF). The co-management of this university cultural space is guided by two key frameworks: participatory planning and associated management methodologies (PPGAP), developed within the professional training of urban and regional planners at the Latin American Faculty of Social Sciences (FLACSO), and the theoretical field
of cultural studies. Teaching, research, and outreach are understood as na inseparable and relational unit that sustains the structure of any university. However, we understand that culture is the dimension that provides a distinctive dynamic to the
university, integrating cultural activities as an energetic source that drives the university’s "wheel of fortune," expanding its reach to more spaces, individuals, and groups beyond the academic community, and enhancing the cultural capital of the university itself. In this context, the managers of Cine Darcy aim to expand outreach activities and align them with internationalization policies, fostering relationships between the universities and consulates and embassies of countries based in Rio de Janeiro and São Paulo by organizing film screenings from these countries. Expanding cultural capital through access to audiovisual productions can stimulate a desire to explore other cultures, strengthen networks for teaching, research, and outreach, and thus broaden the possibilities for interactions between the academic communities of UFF and UENF in a networked and multi-scalar manner, moving beyond the provincial mindset of being two isolated universities located in the interior.
